Payday Lender Licence

Who Needs This Licence?
Any payday lender who wants to extend credit to consumers in Nova Scotia.

Application Forms & Process:
With this licence, there are two different ways to submit your application form:

A) You can send in a hard copy. You can get a form by:

Regardless of the process used to apply for this licence, permit, registration or certificate, you must send in the signed original application containing your signature in ink. If a signed copy is not submitted, you will be requested to do so which may lead to a delay in the issuance process.

B) You can fill it out online. To do this, you must be able to pay by Visa, MasterCard or American Express Credit Card. We cannot accept any form of Debit cards at this time.

Information you will need to fill out your application form:

  • Details are required if the applicant or any partner, officer or director has
    • had a business licence
    • had a licence refused, suspended or revoked
    • been involved in a personal or corporate bankruptcy
    • unpaid judgments outstanding
    • been convicted of a offence under the law and not been pardoned
  • Name, address and date of birth for the applicant, partners and officers
  • Three year employment history for the applicant, partners and officers
  • Address and manager's name for all branches

If all requirements are met and the application is approved, the licence will be mailed to the applicant.

Waiting Period:
10 business days
Provided that all of the items that must accompany the application have been received (Please allow several extra days for mail delivery).
Expiry & Renewal

This licence is valid from the date it is issued until the end of the month of July of the following year. It can be renewed; the department will send out a renewal notice before it expires.

If you send in an application form, payment is by cheque or money order made out to the Minister of Finance. No debit cards are accepted at this time.

If you apply online, payment is (a) by Visa, MasterCard or American Express credit card, or (b) with an already established positive balance account with the Nova Scotia Business Registry. No debit cards are accepted at this time.

Price: (No tax is charged)
Initial application and renewal: $3,237.50

If you send in an application form (or drop it off in person), payment is by cash, cheque or money order made out to the Minister of Finance. No credit or debit cards are accepted at this time. 

If you apply online, payment is (a) by Visa, MasterCard or American Express credit card. No debit cards are accepted at this time.

Application Process:

The completed application is submitted to the Department, along with the applicable fee (see Price above).

The application process includes background checks, and a review of documents to ensure that they comply with disclosure requirements. The applicant must provide samples of the following items for approval:

  • (a) For each loan option offered by the payday lender, a complete sample loan agreement for a $300. loan for a 14 day term that shows that the cost of borrowing and charges do not exceed the maximum allowable; and includes information required to be disclosed to the borrower by the regulations;
  • (b) A form that a borrower may use to give written notice of cancellation of a payday loan;
  • (c) A form of the receipt the payday lender uses to acknowledge receipt of what was paid or, returned by a borrower when cancelling a loan;
  • (d) Information in Form A, prescribed by the regulations, on loans granted by the payday lender for the 12-month period from July 1 to June 30 immediately before the date of the permit renewal;
Application Process for Internet Payday Loans:

A payday lender who offers internet payday loans must have a licensed payday lender location in Nova Scotia and is required to apply separately for the internet payday lender licence by clicking here. The disclosure requirements are the same. No additional fee is required.

Related Requirements:
The business must be registered with the Registry of Joint Stock Companies. There may be bonding requirements; this is at the discretion of the Registrar of Credit.
