New federal Transportation of Dangerous Goods Regulations were introduced on August 15, 2002. These regulations no longer include manifesting requirements for hazardous waste/waste dangerous goods. The manifesting requirements have been transferred to the Canadian Environmental Protection Act's Interprovincial Movement of Hazardous Waste Regulations under the jurisdiction of Environment Canada.

The Nova Scotia Dangerous Goods Management Regulations refer to the federal Transportation of Dangerous Goods Regulations. Therefore, any transportation of waste dangerous goods within the province must now follow the shipping document requirements as outlined in the revised Transportation of Dangerous Goods Regulations.

Waste dangerous goods are still subject to the applicable requirements under the federal Transportation of Dangerous Goods Regulations including classification, handling, packaging, labeling, placarding, shipping, documentation, training, spill response, etc.

The Vehicle Compliance Division of Nova Scotia Transportation and Infrastructure Renewal is primarily responsible for administering the federal Transportation of Dangerous Goods Regulations in Nova Scotia. Provincial Registration of Generators, Carriers, and Receivers

Nova Scotia Environment and Climate Change is no longer issuing provincial registration numbers for Generators, Carriers and Receivers. However, Carriers are still required to meet all other legislative requirements under the federal Transportation of Dangerous Goods Act and its accompanying regulations.

Also, any person or company seeking to establish themselves as a Receiver may be subject to other regulatory requirements under the applicable provincial legislation (i.e. Nova Scotia Dangerous Goods Management Regulations, Activity Designation Regulations, Environmental Assessment Regulations, etc). Questions about Generators, Carriers and Receivers should be directed to a local Environment District Office.

Waste Manifest Requirements

Waste manifests are required by Environment Canada for the interprovincial or international shipments of hazardous waste.
