Higgins 3.5 MW Wind Power Project

Description

On September 27, 2006, Springhill Riverhurst Wind Power Limited registered the Higgins 3.5 MW Wind Power project for environmental assessment, in accordance with Part IV of the Environment Act.

The purpose of the undertaking is to construct a wind power generating facility to generate electricity for transmission via the existing NSPI grid. The project consists of construction and operation of three, 1.2 megawatt (MW) wind turbines near Westchester Station, Cumberland County, Nova Scotia. The Proponent plans to begin construction in the fall of 2006 and operation to begin in late spring 2007.

Under the Environmental Assessment Regulations, an electric generating facility which has a production rating of 2 megawatts or more derived from wind energy, is defined as a Class I undertaking.

Minister's Decision

On October 23, 2006 the Minister of Environment and Labour released a decisionPDF Download Link (PDF:323k) on this review. The Minister has decided to approve the undertaking in accordance with Section 13(1)b of the Environmental Assessment Regulations, pursuant to Part IV of the Environment Act.

The undertaking has been approved subject to a number of conditionsPDF Download Link (PDF:38k).

The proponent is required to obtain all other necessary approvals, permits or authorizations before commencing work on the undertaking.

Public comments regarding this project were accepted from September 27, 2006 to October 10, 2006. Comments submitted on the Registration Document are available from the Nova Scotia Department of Environment and Climate Change Library.
