Speakers and Schedule

The 2008 Conference features two days of presentations and a full-day workshop designed around our conference theme:

Improving our Regulatory Practice : Creating a brighter future for our people, economy and environment.

This year, there are four breakout sessions. Within each breakout session, you can choose to attend one of three presentations. Presentation topics are based on the objectives of the Better Regulation and Competitiveness and Compliance Initiatives, and include:

“Malcolm Sparrow boils down complex issues into fundamental, practical questions that may be difficult to answer but critical to do so before a sensible solution can be put in place.”

 

Malcolm K. Sparrow is Professor of the Practice of Public Management at Harvard’s John F. Kennedy School of Government.  He is Faculty Chair of the Master of Public Policy (MPP) Program, and also chairs executive programs on regulation and enforcement, counter-terrorism, and corruption control.  Professor Sparrow’s recent publications include:

  • The Character of Harms: Operational Challenges in Control (Cambridge University Press, 2008)
  • The Regulatory Craft: Controlling Risks, Solving Problems, and Managing Compliance (Brookings Press, 2000)
  • License to Steal: How Fraud Bleeds America's Health Care System (Westview Press, 2000) 

He served 10 years with the British Police Service, rising to the rank of Detective Chief Inspector. He has conducted internal affairs investigations, commanded a tactical firearms unit, and has had extensive experience with criminal investigation. His research interests include regulatory and enforcement strategy, fraud control, corruption control, and operational risk management more generally. He is also a patent-holding inventor in the area of computerized fingerprint analysis and is dead serious at tennis. He holds an MA in mathematics from Cambridge University, an MPA from the Kennedy School, and a PhD in Applied Mathematics from Kent University at Canterbury.

 

Workshop with Professor Sparrow

Professor Sparrow will address the operational mechanisms needed to support the "regulatory craft" in this full-day interactive workshop. The morning will cover the unique challenge of controlling harms, how to orient an organization to harm reduction; and how to manage the tension between ethics, values, and effective risk control that exist in a regulator's everyday work. In the afternoon, Professor Sparrow will lead the participants through a practical case study and explore how to define, measure, and solve complex problems in the public sector.

James Reese

Dr. Reese is an internationally known, award winning authority in the areas of leadership, stress management, violence, motivation, criminal profiling, and related topics. His expertise and reputation as a speaker has found him presenting before more than 350 Fortune 500 companies. He has provided expert testimony before the United States Congress and addressed the President of the United States' Council on Integrity and Efficiency.

Weaving his powerful anecdotes of 25 years of experience as an FBI "Mind Hunter", together with over 10 years as CEO of James T. Reese and Associates, he works tirelessly to share what he has taught to tens of thousands of listeners worldwide.

Dr. Reese is recipient of over 3,000 Awards for Excellence from law enforcement and corporations worldwide including the coveted 'FBI Director's Award for Distinguished Service', the United States Department of Justice 'Award for Excellence', and the Speakers Medal from the World Congress on Stress, Trauma and Coping. He holds an honorary Gold Medal from the XIX Olympic Games and the "Iron Cross" award for excellence in service following 9-11.

After September 11, 2001, Dr. Reese responded to Ground Zero in New York City. He continues to assist first responders there. He also provided assistance at the Pentagon; rescuers involved in Pan Am Flight 103 (Lockerby) ; TWA Flight 800; Swiss Air Flight 111; Columbine High School; and more. His tailor-made presentations on stress and trauma have been shared with tens of thousands of business people, first responders, and members of other organizations.

A platoon leader in Vietnam, he earned the United States Bronze Star Medal and Vietnamese Distinguished Service Cross. He was an original FBI criminal personality profiler and helped pioneer the research and interviews of serial criminals.

After 25 years as an FBI Agent, he retired as the Assistant Unit Chief of the prestigious Behavioral Science Unit. He was faculty of the FBI Academy, the International Critical Incident Stress Foundation, and adjunct faculty of the University of Virginia. Dr. Reese was instrumental in establishing the psychological services program in the FBI, to include the critical incident stress program, employee assistance program, chaplains' corps, and founded the stress management program.
