How to appeal a decision that the Nova Scotia Health Insurance Program, MSI or Department of Health and Wellness makes about your insured healthcare coverage, claims for insured services and program eligibility.

If you don’t agree with a decision that the Nova Scotia Health Insurance Program, MSI or Department of Health and Wellness makes for you, you can submit an appeal request in writing. You can also authorize someone to appeal a decision on your behalf.

You can appeal a decision about Health Card eligibility and claims for reimbursement or cost assistance for:

  • within Canada services claims
  • outside of Canada emergency services claims
  • out-of-province travel and accommodation cost assistance
  • pre-approval for medical services outside of Nova Scotia

How to request an appeal

Health Card eligibility

To request an appeal for a decision about Health Card eligibility, you need to send an appeal request to MSI Resident Services. Your request needs to include the reasons for your appeal and any supporting evidence. Make sure you include any documents that support your appeal.

Pre-approval and claims

To request an appeal for a decision about pre-approval for medical services or claims for reimbursement, you need to send an appeal request to MSI Assessment. Your request needs to include the reasons for your appeal and any supporting evidence. Make sure you include any documents that support your appeal.

Out-of-province travel and accommodation cost assistance

To request an appeal for a decision about out-of-province travel and accommodation cost assistance, you need to send an appeal request to Benefit Eligibility (Department of Health and Wellness). Your request needs to include the reasons for your appeal and any supporting evidence. Make sure you include any documents that support your appeal.

How long it takes

It should take 4 weeks for you to get a written decision about your appeal. It can take longer if more information is needed.
