Am I eligible to receive the rebate?

The Heating Assistance Rebate Program is open to all lower income Nova Scotians and Nova Scotian families who pay for heat.

  • If you are single, your net income must be $27,000 or less. If you are applying as a household of two or more, your combined annual net income must be $42,000 or less.
  • If you receive the Guaranteed Income Supplement/Allowance from Service Canada or Income Assistance from the Department of Community Services you are eligible.
  • You must apply for the program using this year's application form.
  • You will need to provide a receipt showing that you paid for heat (oil, electricity, coal, wood, wood pellets, propane, natural gas, etc.). Please provide an original receipt. Keep a copy for your records.
  • You can only get the rebate for one address. If you are a landlord or own a seasonal property, you may not claim for those addresses.

The program is only eligible to individuals and families. Charitable organizations do not qualify.

I received the rebate last year, do I qualify for the rebate this year?

The HARP program begins fresh each year, so you can not automatically qualify for the program.

If you received a rebate last year, you will be mailed a Heating Assistance Rebate Program application form.

You will still need to apply for the rebate and once again meet all program requirements to receive the rebate this year.

We need to confirm that your address, income, household type and fuel use has not changed. We must use the most current information when processing each year's application.

How much is the rebate?

For oil, natural gas, propane, wood, wood pellets, etc.

  • up to $200, based on your income
  • bills must be dated between January 1, 2013 and March 31, 2014
  • electricity bills must show that you have used at least 6,000 kWh of electricity in a 12-month period

Is there a deadline to apply for the rebate?

Yes. You must mail your application by March 31, 2014.

Do I need to include any information with the completed HARP application?

Yes, you must...

  • provide proof of your 2012 income, AND
  • provide a receipt showing that you paid for heat (oil, electricity, coal, wood, wood pellets, propane, natural gas, etc.)

How long will it take to get my cheque?

If you include all the necessary information, we will mail your cheque within 6 to 8 weeks after we receive your application.

If we need to contact you for missing information, it may take longer.
