JAPAN LABOUR FORCE SURVEY, FEBRUARY 2017

Japan's seasonally adjusted unemployment rate edged declined to 2.8 per cent in February as the pace of labour force decline has been faster than the loss of employment. Over much of 2016, Japan's unemployment rate fluctuated between 3.0 and 3.1 per cent, and the latest month's result is an unusual decline, reaching the lowest unemployment rate since the mid-1990s.

Japan typically reports much lower unemployment rates than those observed in Canada or in Nova Scotia.  In recent years, emplolyment growth has outpaced labour force growth in Japan's aging population.  In Canada, employment growth since the recession has tracked with the rising labour force.  In Nova Scotia, labour force decline since 2012 has been faster than the decline in employment, resulting in a falling unemployment rate.
