Finance Minister Graham Steele delivered his annual pre-budget address to the Halifax Chamber of Commerce on March 20. In the speech, he discussed the province’s improving bottom line for 2011-12 and gave a preview of what Nova Scotians can look forward to in the upcoming 2012-13 budget.
