The selection of new Commissioners, including that of the Chairperson, is made by the Executive Council through an Order-in-Council. Commissioners and the Chairperson serve a 3-year term and may re-apply to renew their appointment. 

If you want to become a member of the Commission, you must submit a cover letter and resume to the Executive Council office.  In your letter, explain that you are applying to the NS Advisory Commission on AIDS and if you are interested in a particular position on the board (i.e., Chair).  You can then send your application to the Executive Council Office:
